Amtrak has reopened Line 2 of the East River Tunnel in New York, completing the first major phase of a $1.6bn rehabilitation programme on one of the busiest passenger rail tunnel systems in the Western Hemisphere.
The East River Tunnel opened in 1910 and carries Amtrak, Long Island Rail Road and NJ TRANSIT services into and out of New York Penn Station. Around 450 trains use the four tunnel tubes every day, making the asset a critical part of the Northeast Corridor and the wider New York rail network.

Two of the four tubes required major reconstruction after Superstorm Sandy flooded the tunnel with corrosive salt water in 2012. Although the tunnel remained in use for years after the storm, the damage went beyond routine maintenance. The rehabilitation required full renewal of internal systems and removal of deteriorated infrastructure inside the 116-year-old tunnel.
Over the past year, crews replaced track, power, communications, drainage and structural elements in Line 2. The work included demolition of old bench walls, construction of new bench walls, and replacement of more than 24,000 ft of rail, 8,000 tons of ballast, 8,000 wooden rail ties and 20,000 cubic yards of bench wall concrete.
The project was not only about repairing a tunnel. It was about rebuilding a vital rail artery while maintaining service through the remaining East River tubes. During the Line 2 outage, three of the four tunnels stayed available, with additional inspections, around-the-clock engineering coverage and strategically placed rescue equipment used to reduce operational risk.

Even so, the work created tension with the MTA, which argued that the closure placed pressure on Long Island Rail Road services into Penn Station. Amtrak has maintained that full closure was necessary to rebuild the damaged tube properly and avoid a longer, more disruptive repair-in-place approach.
With Line 2 now back in service, attention turns to Line 1, the second Sandy-damaged tube. Major rehabilitation is expected to begin this autumn with a similar scope of work. The full East River Tunnel Rehabilitation Project remains scheduled for completion by the end of 2027.
The reopened tube now includes renewed track infrastructure, improved drainage, brighter lighting and safer maintenance access. These changes are not visually dramatic compared with a new bridge or station, but they are exactly the type of intervention ageing rail networks require.
The East River Tunnel project shows that resilience is often achieved through deep renewal of hidden infrastructure. For passengers, success means fewer failures and more reliable journeys. For the region, it means protecting a century-old tunnel system that still carries hundreds of trains every day.
