A major flood risk management programme has been completed in Kansas City, upgrading some 17 miles of levees and floodwalls along the Kansas and Missouri rivers to strengthen protection for residents, businesses and critical infrastructure.
The Kansas City Levees Flood Risk Management Project was delivered by Lane Construction for the US Army Corps of Engineers and focused on the Argentine, Armourdale and Central Industrial District levee units on the Kansas River. Together, these areas protect some of the city's most important industrial and commercial districts, including major freight rail infrastructure.
The works are expected to reduce flood risk for more than 27,000 residents and around 2,700 businesses and structures, while protecting property valued at approximately $9.47 billion. The wider flood defence system comprises approximately 32 miles of existing levees and floodwalls across Kansas City, Kansas and Kansas City, Missouri, with more than 16 miles raised under the completed construction programme.

A central part of the scheme involved raising existing levees and floodwalls by an average of about 4 ft. The works also included replacement and modification of existing flood defences, construction of new levee and floodwall sections and improvements to structures that control water movement through the protected area.
More than one million cubic yards of earthwork were carried out during construction, alongside approximately 25,000 ft, or 7.6 km, of new concrete floodwall. The project also added 120 relief wells, which help manage groundwater pressures beneath and around the levee system during high river stages and reduce the risk of internal erosion or uplift.
Rail infrastructure was a major consideration because the protected area contains one of the largest concentrations of Class I freight rail yards in the United States. Twelve high-traffic railroad closure structures were replaced, requiring the flood defence system to be strengthened while preserving rail access through openings that can be closed when flood conditions develop.
The project also involved improvements to nearly 40 drainage structures and modifications to more than 175 existing utilities. Carrying out this work while maintaining normal operation of rail, utility and industrial infrastructure added significant interface complexity to the programme.

Construction began in July 2021 and required coordination between federal agencies, local authorities, utility owners and railroad operators across both Kansas and Missouri. The concrete works were recognised with a Kansas Chapter ACI Concrete Construction Award.
The completed works are intended to reduce the likelihood of levee overtopping or breach while improving the long-term reliability and resiliency of the flood protection system. Raising and strengthening the defences, improving drainage and adding relief wells also address deterioration and performance limitations within older infrastructure.
For Kansas City, the project represents a substantial upgrade to an existing urban flood defence system rather than the construction of an entirely new barrier. Its significance lies in strengthening multiple interconnected components across a heavily developed river corridor, where flood protection must coexist with rail yards, utilities, roads, businesses and residential areas.
